Government of India(GoI) Act 1858:

- Parliament enacted the first statute for the governance of India under the direct rule of the British Government - The Government of India Act,1858.

- GoI Act 1858 was dominated by the principle of absolute imperial control.

- By this GoI Act, 1858, the powers of the crown were to be exercised by the secretary of State for India, assisted by a council of fifteen members (known as the council of India).

- The secretary of state for India, who was responsible to the British Parliament, governed India through the Governor General, assisted by an Executive council.

- The Governor General of India was designated as the Viceroy of India.

- The first Viceroy of India was Lord Canning.

- The first secretary of state for India was Lord Stanley.

Indian Councils Act, 1861:

- The Viceroy of India was empowered to seek the cooperation of non official members while performing legislative functions.

- The Portfolio system was started i.e. each member of the council of Viceroy was allocated Portfolio of a particular department.

- This act provided that the Governor General's executive council to include certain additional non official members, while transacting legislative business as legislative council.

Indian Councils Act, 1892:

- Two significant improvements were introduced by this act.

A. The non official members of the Indian legislative council were to be nominated by the Bengal chamber of Commerce and the provincial legislative councils, while the non official members of the provincial legislative council were to be nominated by local bodies such as universities, municipalities, district boards.

B. The councils were to have the power of discussing the annual statement of revenue and expenditure, i.e the budget.
